Seems like I’m picking on them a bit, but IBM certainly has this, believe it or not, though it’s not exclusively them . In part, this is due to the hierarchical relationship managers have with their staff and how this interferes with the work they need to do.
Every time “work” goes upwards (read governance) it travels perpendicular to the direction of the oil tanker. This results nothing but waste. Not everything has to be sanctioned the way it is.
